Retiring from law enforcement in the Antelope Valley or Santa Clarita? What to do with the house
By Salvador Bermudez, Licensed California Real Estate Agent · Last verified October 29, 2026
If you’re retiring from the CHP, the Sheriff’s Department, CDCR or a police department and you own a house in Palmdale, Lancaster, Quartz Hill, Rosamond or Santa Clarita, you have three choices for it: sell it, rent it out or keep it. Two of them come with a date that’s easy to get wrong: Prop 19’s age-55 rule if you sell and buy again in California, and the three-year window if you rent it out and sell later.
Below are the local numbers and the rules, with sources. For your own house, the free move plan puts all three choices side by side, in dollars.
How much has the typical house gained?
About $250,000 in ten years in Palmdale and Lancaster. Here’s the typical house, summer 2016 against summer 2026:
| City | 2016 | 2026 | Up |
|---|---|---|---|
| Palmdale | $265,000 | $515,000 | +$250,000 |
| Lancaster | $230,000 | $480,000 | +$250,000 |
| Quartz Hill | $280,000 | $540,000 | +$260,000 |
| Rosamond | $210,000 | $435,000 | +$225,000 |
| Santa Clarita | $480,000 | $800,000 | +$320,000 |
Redfin median sale price, June–August 2016 and June–August 2026, rounded to the nearest $5,000.
That’s the typical house. Yours depends on your street, the house and when you bought it.
Sell it, rent it out or keep it?
| Choice | What you get | The date to watch |
|---|---|---|
| Sell it | Cash at closing, and nothing left to manage. | Prop 19 (age 55) if you buy again in California. |
| Rent it out | Rent every month, and you still own it. | Sell within about three years of moving out to keep the home-sale tax break. |
| Keep it and stay | No move, and the property tax you pay now. | None. |
Which one comes out ahead depends on what a sale would put in your hand after every cost, what the house would rent for, and what it costs you each month to keep it.
Retiring before 55? The Prop 19 date
Prop 19 lets a homeowner who is 55 or older move the taxable value of their home to a replacement home anywhere in California. Only one spouse has to be 55 or older, and the age counts on the day the original home sells. The replacement has to be bought within two years before or after that sale. If it costs more, part of the difference is added. You can use it up to three times.
So if you retire before 55, sell, and buy again in California, the next house is taxed on its full price.
Example
The typical Palmdale house sold for $265,000 in summer 2016. Prop 13 lets its taxable value rise at most 2% a year, so it’s taxed on about $323,000 or less today. Buy a $515,000 house without the transfer and you’re taxed on $515,000: at California’s 1% base rate, that’s at least $1,920 a year more, before local charges.
General rules. A CPA or the county assessor confirms them for you.
Keeping it as a rental? The three-year window
The home-sale exclusion lets you keep up to $250,000 of gain tax-free ($500,000 for a married couple filing jointly) if you owned and lived in the home for at least two of the five years before the sale. Move out and rent it, and you have about three years to sell and still qualify. Depreciation taken while it was a rental is taxed when you sell.
Example: move out in June 2027 after living there at least two years, and the window to sell with the exclusion closes around June 2030.
General rules. A CPA confirms the dates for you.
Moving out of California?
Most CalPERS retirees stay: 80.9% lived in California in June 2025. The most common other states were Arizona, Nevada, Oregon, Texas, Washington and Idaho, in that order. The number of out-of-state CalPERS pension recipients rose 29% from 2019 to 2025, and no ZIP code outside California received more CalPERS pension money in 2022 than Eagle, Idaho’s 83616.
California can’t tax your pension after you move. Federal law bars a state from taxing the retirement income of people who no longer live there.
If you’re leaving, line up an agent where you’re going before your house here is listed. The move plan covers that too.
Which retirement system covers you?
| Where you work | Your retirement system |
|---|---|
| CHP | CalPERS |
| CDCR | CalPERS |
| Los Angeles County Sheriff's Department | LACERA |
| LAPD | Los Angeles Fire and Police Pensions (LAFPP) |
Palmdale, Lancaster and Santa Clarita contract with the Sheriff’s Department for police services. Check your own estimate with your system before you pick a date.
Questions
- Is it better to sell your house before or after you retire?
- It depends on two things: your age on the day you sell and where you're going. If you'll buy again in California, selling once you or your spouse is 55 lets your low property-tax value move to the next house. If you're leaving California, work back from your moving date: here, half the houses go from listing to closing in two to three months.
- Should a retiring officer sell the house or keep it as a rental?
- Compare three numbers side by side: what a sale would put in your hand after every cost, what the house would rent for, and what it costs you each month to keep it. If you rent it out, sell within about three years of moving out to keep the home-sale tax break.
- Do I have to be 55 to keep my property-tax value under Prop 19?
- You or your spouse must be 55 or older on the day the original home sells, unless you qualify under the disability or disaster rules. The replacement home has to be bought within two years before or after the sale.
- Can California tax my pension if I move to another state?
- No. Federal law bars a state from taxing the retirement income of people who no longer live there (4 U.S.C. § 114).
- Is there a real estate agent in the Antelope Valley who works with law-enforcement families?
- Yes.
